Disability Royal Commission (DRC) Implementation Taskforce
The APS Disability Royal Commission Taskforce (DRC Taskforce) is driving practical, system-wide improvements to employment outcomes for people with disability across the Australian Public Service (APS). Led by Ed Holicky and supported by the APS COO Committee, the Taskforce brings together senior expertise and lived experience from across agencies to shape reforms that are practical, consistent and sustainable across the APS.
Current work is focused on laying the foundations for long-term reform through partnership and co-design with agencies, alongside ongoing engagement with disability networks, staff with disability and people with lived experience to help inform and shape practical reform across the APS. Priorities include establishing clear, fit-for-purpose governance to support consistent decision-making, accountability and coordinated delivery across the APS, while reviewing recruitment, mobility and employment pathways to identify friction points and strengthen inclusive practices.
A major focus is building trust and psychological safety through clearer processes, improved engagement and accessible information. The Taskforce is also developing APS-wide workplace adjustment standards and a consistent, portable Workplace Adjustment Passport to improve mobility and embed low-barrier, rights-based practices across agencies.
As part of this work, the Taskforce is publishing the first suite of workplace adjustment resources through the Hub, providing practical, standardised guidance for APS agencies, staff and managers. These resources represent the first stage of a broader program of tools, guidance and capability uplift initiatives designed to strengthen inclusive management practices and build disability confidence across the APS.
