APS Reform
The APS Reform program is structured around 6 implementation principles, 4 pillars and 59 initiatives contributing to achieving 8 outcomes - designed to deliver a better public service for all Australians. These elements and their related initiatives, are interconnected and mutually reinforcing, working together to achieve our overarching goals. Nine APS Agencies are leading project management for the 59 initiatives and all APS agencies share responsibility for implementing elements and managing change driven by the initiatives.

At present 22 of 59 APS Reform initiatives are complete, with agencies working on adopting and embedding changes.
In October 2022, 44 initial initiatives across the four pillars of public service transformation were announced. On 1 November 2023, a second phase of 15 targeted initiatives were announced to continue to strengthen the public service, bringing the total to 59 initiatives.
The Public Service Amendment Act 2024 made changes to the Public Service Act 1999 to help the APS better serve the Government, the Parliament, and the Australian community into the future. The Public Service Amendment Act 2024 locked in key APS Reform initiatives to strengthen the core values of the APS; build APS capability and expertise; and support good governance, accountability and transparency.
