Progress of APS Reform

In October 2022, Senator the Hon Katy Gallagher, Minister for the Public Service, announced the Government’s APS Reform agenda to further strengthen the public service.
The APS Reform Program drew on a number of sources:
- the Independent Review of the APS (the ‘Thodey Review’)
- lessons learned from the Government’s response to the COVID-19 pandemic
- past reform activities undertaken across the APS
- elements of the National Partnership Agreement on Closing the Gap
- international experience of public sector reform, including recent reforms in New Zealand and the United Kingdom (UK).
- It includes a number of Government’s election commitments, such as establishing a National Anti-Corruption Commission and achieving Net Zero in the APS by 2030.
Each year an Annual Progress Report is published providing information about the progress of implementing the APS Reform Program:
This Progress Report is the second annual update on progress towards the Government’s public sector reform agenda. APS Reform strengthens the public service, enabling it to adapt to changes in public needs and expectations of government.
This Progress Report outlines the APS’s approach to undertaking multi-year transformation of the APS through the Government’s APS Reform agenda. It provides an update for the Minister of Public Sector Reform, the Parliament, the public, APS staff and interested parties on progress to date.
