The APS Human Resource EL2 Talent Pathway Pilot Project has officially launched, marking a significant step forward in developing the next generation of HR leaders across the APS.
Jointly led by the Australian Taxation Office and the Department of Foreign Affairs and Trade, the initiative is designed to identify, support, and elevate high-potential HR professionals at the EL2 level, equipping them with the strategic insight and leadership capability needed to thrive in a dynamic APS environment.
The program’s core objectives are to deepen participants’ understanding of the broader APS context, enhance their leadership skills, and empower them to clearly articulate their professional value and impact. With a strong focus on career readiness and strategic capability, the pilot aims to build a sustainable pipeline of future HR leaders who are prepared to navigate the evolving challenges of the HR landscape.
Following a competitive nomination process, 22 EL2 participants from across the APS were selected to take part in the pilot, running now until December 2025. The program kicked off on 25 July with a high-energy orientation session, fostering early connections and setting a clear direction for the months ahead.
One participant shared what they loved most about orientation. “Importance of networking and the value of joint experience/ different perspectives in supporting critical thinking and problem solving when dealing with tricky issues/challenges.
I really valued the open and honest fireside chat and insights more broadly from the SES that attended.”
Governance is provided by a newly established Band 2 Talent Council, which meets monthly to ensure the pilot delivers meaningful outcomes and aligns with APS-wide capability goals.
Participants can look forward to face-to-face development sessions, Band 2 mentoring, Band 1 job shadowing, and mock interviews to refine executive readiness and career confidence.
The project represents a unique opportunity to invest in HR talent and strengthen leadership capability across the APS.
