A message to all APS staff - 2025 APS Census Results: A Stronger, More Effective Public Service

Today, we’re pleased to release the results of the 2025 APS Employee Census, your say on the public service. Your feedback shows a public service that is more engaged, confident and capable in its purpose, and better than ever.
More than 151,000 of you had your say this year. Thank you. Your insights help shape an APS that reflects our shared values and priorities.
Highlights from the 2025 Census show:
- Record-high engagement: 91% of you are willing to go the extra mile, and 88% strongly believe in your agency’s purpose (up 2 points from 2024).
- Innovation is growing: 83% are continually looking for ways to improve how we work (up 4 points), 59% feel inspired to work in new and innovative ways (up 9 points), and 51% say that your agency recognises and supports the notion that failure is a part of innovation (up 10 points – meaning 15,000 public servants shifted their view on risk from last year).
- More inclusive culture: 84% say your agency supports and promotes an inclusive workplace (up 3 points). Bullying and harassment are at an all-time low.
- Improved wellbeing: 73% of you are happy with how agencies manage health and wellbeing (up 5 points) and 77% would recommend your agency a a good place to work (up 5 points).
- Integrity remains strong: 81% of you agree your agency supports people to act with integrity (up 5 points). The Census reminds us that great delivery and great behaviour go hand in hand. Respectful workplaces build trust, collaboration and high performance.
These results show your ongoing commitment to the APS Values. We congratulate you for helping build a principled, professional public service that supports government in delivering for all Australians.
The results show real improvement in public service. We seek your help to lock in the gains you’ve made. Take the time to read the Census results – and look at the results in your own agency. Keep the conversation going with your colleagues about how we can all continue to build a stronger APS.
