Rina Bruinsma
Acting Deputy Commissioner,
Australian Public Service Commission
Ms Rina Bruinsma commenced her role as Acting Australian Public Service Deputy Commissioner on the 16 May 2021.Rina joined the Commission from the Department of Finance where she was responsible for public sector transformation including whole of government grants policy and administration, shared services, ICT investment approval, government business analytics and APS reform.
Rina’s time with Finance included a 14 month secondment to the Department of the Prime Minister and Cabinet as Deputy Coordinator to establish the interim National Bushfire Recovery Agency and to support its transition to a permanent National Recovery and Resilience Agency. Rina has a strong policy background and extensive experience leading reform and transformation across the public sector.
Rina has worked in various roles in policy development and implementation since 2006, including labour market policy and the delivery of programs that support people with disability and mental health issues, mature age job seekers, people from culturally and linguistically diverse backgrounds and ex-offenders.
Rina has a Bachelor of Arts and a Masters of Public Relations, and is currently undertaking a PhD in Communication and Creative Arts.
Tim Goodes
Executive Director,
Basin Plan Regulation, Murray Darling Basin Authority
Mr Tim Goodes joined the MDBA leadership team on 15 June 2020. Before commencing in this role, Tim was the Deputy Chief Executive of the Department of Primary Industries and Regions in South Australia. He was responsible for agriculture, food and wine, regional development, major program delivery and corporate services.
From 2009 to 2017 Tim was the Deputy Chief Executive of the Department of Environment, Water and Natural Resources in South Australia. In that role, he was responsible for the policy and strategy development of the department, including serving as the Basin Official for South Australia, overseeing the implementation of the Basin Plan and other major water projects.
Tim came to natural resources management after 12 years in the Justice portfolio, in Courts and the Attorney-General’s Department. This included time as the Sheriff of South Australia and 3 years as an executive director in the Department of the Premier and Cabinet.
Tim has a Bachelor of Social Administration and a Master of Public Policy and Administration.
Chris Hewett
General Manager, Strategy & Industry Growth,
Australian Space Agency
Chris is responsible for the Agency’s policy development and coordination, industry growth facilitation, and the teams supporting the operations of the Agency. Chris leads the development of advice to achieve the vision in the Australian Civil Space Strategy, including how to grow Australian industry through investment and workforce development. Chris and his team engage across government and international counterparts on space matters and development opportunities.
Chris has previously held Senior Executive Service roles at the Department of Defence and the Department of Finance. Chris’ career in government began in national security, where he built and lead teams that designed, delivered and used space technologies for 15 years. Chris enjoys working with partners, both in industry and government, and has extensive international experience from both before and after joining government. His education includes masters degrees in strategic policy and space operations, and an honours degree in ancient history from the University of Sydney.
Diane Brown
Deputy Secretary, Transport
Department of Infrastructure, Transport, Regional Development and Communications
Ms Diane Brown commenced as Deputy Secretary at the Department of Infrastructure, Transport, Regional Development and Communications in May 2021. She is responsible for leading the provision of advice, program management and the regulation of relevant legislative provisions, in relation to aviation, maritime, road transport and safety, and rail. Diane joined the Department of Infrastructure, Transport, Regional Development and Communications in August 2020 as First Assistant Secretary of Communications Infrastructure Division. Prior to that, Diane spent 7 years at the Australian Treasury, in the Markets Group with various responsibilities predominantly relating to financial markets and corporate regulation.
Prior to joining the public service, Diane held senior roles in the private sector and in the corporate regulator, the Australian Securities and Investment Commission. She commenced her career as an economist at the Reserve Bank and has practised law at a national law firm in Sydney.
Diane holds bachelor’s degrees (with honours) in economics and law from the University of Sydney and a masters degree (with honours) in economics from the University of New South Wales.
