In 2014, the Australian Public Service Commission published the APS Framework for Optimal Management Structures (the Framework). The Framework assists agencies to align their management structures with their strategic priorities. It includes design principles and benchmarks to help agencies determine the optimal number of organisational layers and direct reports for their needs.
