Primary employment instrument data and analysis - Details by SES classifications

This section provides a comparative analysis for Base Salary, TRP and TR according to the following employment instruments:

  • Enterprise Agreements[3] (EA)
  • Australian Workplace Agreements[4] (AWA)
  • Collective Section 24(1) Determinations (S24(1)C)
  • Individual Section 24(1) Determinations (S24(1)I)
  • Common Law Agreements (CLA).

Table 4.1 shows that significantly more SES employees in each classification were employed under an Individual S24(1) as opposed to other employment instruments.

Remuneration comparisons according to employment instrument

Table s 4.2 to 4.10 show the Base Salary, TRP and TR distribution according to employment instrument for each SES classification.

SES 1

Consistent with 2009 data, table s 4.2 to 4.6 show that the majority of SES 1 employees are employed under an Individual Section 24(1), when looking at both number of agencies and number of employees (47 and 958, respectively). Across all remuneration aggregates, no one employment instrument emerges as providing the highest rates of pay. At both the average and median, Base Salary was highest for those SES 1 employees under a Common Law agreement, whilst average and median TRP and TR was highest for those SES 1 employed under an AWA. SES 1 employees under an Enterprise agreement received the least amount of Base Salary, TRP and TR at both the average and the median of the sample.

SES 2

Table s 4.7 to 4.10 show that, consistent with 2009 data, the majority of SES 2 employees were also employed under an Individual Section 24(1). SES 2 employees under an Enterprise Agreement received the lowest rate of remuneration across the three aggregates when compared with those employed under the other employment instruments. SES 2 employees under an AWA received the highest average Base Salary, TRP and TR and highest median TR, whilst those under a CLA received the highest median Base Salary and those employed under an Individual S24(1) received the highest median TRP. Only 19 SES 2 employees from two agencies were employed on a Collective S24(1), providing insufficient data for interpretation.

SES 3

Table s 4.11 to 4.13 show that, as with the majority of SES 1 and SES 2 employees, the majority of SES 3 employees were employed under Individual Section 24(1) arrangements.

At the average, remuneration is highest for SES 3 employees under a CLA across all aggregates. Whilst those SES 3 employees under a CLA also received the highest median Base Salary, employees under an Individual S24(1) receive the highest median TRP and those under a AWA receive the highest median TR. Only 22 employees across two agencies were employed under an Enterprise Agreement, and eight employees within one agency were employed under a Collective S24(1). As such, there was insufficient data to calculate SES 3 remuneration distributions for these employment instruments.
