Section 4 – Movements of ongoing staff
During the year to June 2007, there were 19,246 engagements and 10,465 separations of ongoing staff in the APS. An engagement refers to an employee joining the APS, not moving from one agency to another. A separation refers to an employee leaving the APS, not moving from one agency to another.
Engagements during 2006–07 fell by 7.8%, although this is explained by Medicare moving into coverage of the PS Act in 2005–06 which accounted for over one-quarter of all engagements that year.
Separations rose by 9.9%, mainly due to an increase in resignations (up by 1,223 or 18.9%). Engagements continue to outnumber separations, a trend evident since 2000.
