Over one-third (35.7%) of ongoing employees are located in Canberra. This is an increase from the previous year (35.0%). There has been a slight increase in the proportion of APS employees located in Canberra in recent years—in 1993, the proportion in the ACT was 32.5%.
While most agencies have their main office in Canberra, there is some variation in the level of Canberra and outside ACT employment. At June 2007, 11 out of 91 agencies had no ongoing employees in the ACT, 24 had all their ongoing employees in the ACT, and 25 had fewer than one-third of their ongoing employees in the ACT. Large agencies in the latter group included DVA (31.7%), Customs (24.4%), Medicare Australia (19.6%), ATO (15.0%), DHS (13.4%), Centrelink (12.3%), ASIC (0.9%) and BoM (0.6%).
The proportion of employees located in Canberra increases at higher classification levels, for example, 62.1% of ELs and 75.9% of SES are in Canberra compared with only 13.1% of APS 1–2s and 15.1% of APS 3–4s. The increase in Canberra employment is likely to reflect, in part, increases in employment at these higher levels (See Figure 2.12).

Figure 2.12 shows the location of ongoing employees, in Canberra and other locations combined, by classification, at June 2007. It shows that the proportion of employees located in Canberra increases at higher classifications.
