Figure 10 shows the long term decline in employment of APS 1–2s and employees aged under 25 years. Over the past 15 years, APS 1–2s have fallen from 33.4% to 4.5%. Representation of employees aged under 25 has fallen from 9.8% to 4.4% over the same period.
