During the year to June 2006, there were 20,688 engagements and 9506 separations of ongoing staff in the APS. An engagement refers to an employee joining the APS, not moving from one agency to another. A separation refers to an employee leaving the APS, not moving from one agency to another.

Engagements rose from the previous year by 79.4%, this included all Medicare Australia employees that moved into coverage of the PS Act.

Separations fell by 9.8%. This was the seventh year in a row that engagements outnumbered separations.
