Statistical Bulletin 2004-05 Foreword The Australian Public Service Statistical Bulletin 2004–05 presents a summary of employment under the Public Service Act 1999 at June 2005 and during the 2004–05 financial year, as well as data for the past 15 years. The data shows how the composition of the APS has changed over time, and provides an opportunity for assessing the impact of human resource (HR) policies on the structure of the Australian Public Service (APS). A more comprehensive statistical analysis of the APS is provided in the State of the Service Report 2004–05. The main data source on APS employees is the APS Employment Database (APSED), which contains data extracted from agencies’ HR systems. The Australian Public Service Commission continues to work with agencies to improve the quality and timeliness of the data they provide to APSED. To ensure that sound conclusions can be drawn from the data, it is important that agencies assign a high priority to providing accurate and timely data to the Commission. We would like to thank ComSuper for their assistance in a major project, which involved linking employees’ separate periods of service together to allow us to obtain more information on an individual’s APS work history.   Lynelle Briggs Public Service Commissioner December 2004 Introduction The Australian Public Service Statistical Bulletin 2004–05 is a statistical overview of APS staffi ng produced on a financial year basis. It provides details of staff employed under the authority of the Public Service Act 1999 (the PS Act). Staff employed in Commonwealth-owned companies, statutory authorities, the defence forces and government business enterprises that are not employed under the PS Act are not included. State and local government staff are also not included. The ‘Main Features’ section provides an overview of the report, together with a number of tables and graphs. Later sections cover ongoing and non–ongoing staff in more detail. Changes to the Bulletin This year we have increased the amount of information presented in the Bulletin in the following ways. * The Bulletin is now in landscape format. This allows more space to show separately some organisations that have previously been included with their portfolio department. These are: Australian Quarantine and Inspection Service, Questacon, Office of the Renewable Energy Regulator, AusAID, Child Support Agency, CRS Australia, Migration Review Tribunal, Refugee Review Tribunal, GeoScience Australia, IP Australia, Australian Office of Financial Management, National Competition Council and the Royal Australian Mint. * Landscape format also allows 15 years of data to be displayed in the historical tables instead of 10, with additional calculations in some tables. * In 2004-05, a major project was undertaken linking employees’ separate periods of service together to allow us to obtain more information on individual APS work history (see Appendix 1 for more detail). * Data on the educational qualifications of APS employees has been included for the first time since 1989. Source of data From July 1999, APSED replaced the Continuous Record of Personnel (CRP) as the source for APS employment statistics. Data held on the CRP was migrated to APSED to form the historical series for ongoing employees. APSED records information for both ongoing and non-ongoing employees (the CRP held data only for ongoing employees), including staff on leave without pay and other unpaid inoperative staff. Agencies provide data from their HR systems to the Commission on staff movements such as engagements, promotions and separations, as well as a ‘snapshot’ for all staff at 30 June each year. This information is used to verify and, where necessary, update APSED data. While the Commission has tried to ensure data integrity and has undertaken an extensive audit of data provided by agencies, it cannot accept responsibility for inaccuracies in the data supplied. When referring to the data in this publication, or making comparisons with previous Bulletins, the reader should be aware that there have been changes over time to the conceptual definitions which support the data. Differences in data definitions due to the migration of CRP to APSED are explained briefly below and in detail in the Explanatory Notes at Appendix 1. About the data A headcount approach underpins the Bulletin—that is, people working part-time are aggregated with people working full-time without weighting. Time series data reflects the APS as it was at a particular point in time. When comparing trends over time, the data may vary due to coverage changes within the PS Act. For example, in 1999 the Parliamentary agencies ceased to be covered by the PS Act. Administrative changes affecting APS numbers are detailed in Appendix 4 and Appendix 5. Due to differences in data sources and data definitions, there may be variations between data in this publication and that published by individual agencies. Where proportions are presented, results have been rounded to the first decimal place. Due to this rounding, the percentage results for some tables may not add up to exactly the total shown. Data for the Senior Executive Service (SES) includes employees grouped with the equivalent SES bands under the Public Service Classification Rules 2000. Data includes inoperative staff. During 2004–05, extensive audits and error checking of APSED were undertaken and errors in the historical data were corrected. The following points, therefore, should be taken into consideration when making comparisons between data in this publication and previous publications. * Previously published data for both ongoing and non-ongoing staff may have been revised and therefore may not necessarily be comparable with that in previous years’ publications. * In some previous years a number of people who separated on 30 June were excluded from the count of the ongoing and nonongoing employee population. The major impact of the exclusion was on the non-ongoing population. Data for earlier years has been corrected for this publication. * Following the introduction of the broadbanding of classifi cations in 1999, data in this publication reports the maximum classification level and is, therefore, not directly comparable with data for earlier years. This will result in some employees being reported at a higher than actual level (i.e. at the top of their broadband). Significant improvements in the quality of data provided by agencies in recent years have resulted in fewer agencies reporting broadbanded classifi cations. For example, at June 2003 over 31,000 employees had a different maximum and minimum classification. By June 2005 this figure had dropped to almost 3300. Therefore, data on classifications is not directly comparable with that from earlier years. See Appendix 2. * APSED data reports the actual classifi cation of staff and includes temporary assignments to a higher level for periods of greater than 90 days. Previously, CRP data referred only to substantive classification. * As part of the process for loading data from the CRP onto APSED, an audit was undertaken of employees who were current at June 1999. A number of records were found where nonongoing employees had been recorded as ongoing on the CRP. This led to a recalculation of ongoing employee numbers in the years preceding 1999. Employees who were employed at June 1999 were included in this audit. However, those who had been employed in earlier years but who had since left were not included. It can be assumed that there was an overestimate, which cannot be quantifi ed, of ongoing employees in those years. * EEO data published by the Commission may differ from that published by some agencies. An independent review of the Commission’s then current practice of retrospectively changing a person’s EEO status if it changed during their employment was undertaken in early 2001. The review supported the continuation of the practice for reporting for non-English speaking background (NESB) and Indigenous status as these characteristics are likely to be constant throughout an employee’s career. Disability, however, may change with time and APSED has been modified to record the status change for an individual and the date at which that change was notifi ed by the agency. * The provision of some EEO data by APS employees to their agency is voluntary. Therefore, as with any large voluntary data collection, APSED tends to under-represent the number of Indigenous Australians, people with a disability and people from a non-English speaking background (NESB). * Since this Bulletin was prepared, there have been adjustments to the Administrative Arrangements Order; these are not reflected in this report because they occurred after 30 June 2005. The APSED Internet Interface (APSEDII) Last year the functionality of APSED was increased through the release of an internet interface (APSEDII) which allows users to construct their own tables and graphs from the most recent APSED dataset. APSEDII provides user friendly, internet based access to APSED data. The interface facilitates workforce planning and benchmarking by allowing users to produce tables similar to those published in this Bulletin. Users can run queries to provide Bulletin-style tables with data about an organisation and, for comparative purposes, about other agencies in that size grouping. The interface produces charts and tables and also allows users to download the queried results and manipulate the data further in other applications such as Excel. For example, a small agency might be interested to see how its classification distribution by sex compares to other small agencies or it might be interested in comparing its classification by age profile to other agencies. The interface allows the user to make the appropriate selections on the web page then generate the query and any charting or download requirements. Agencies can also use a secure link to drill down into their data at a level of detail not available in Commission publications. This feature should greatly assist agencies in accessing useful data for workforce planning. Main features APS at a glance - All Staff At 30 June 2005 there were 133,596 staff in the APS. This total comprised: * 123,242 ongoing staff (up by 0.8% from 122,305 in June 2004) * 10,354 non-ongoing staff (up by 13.9% from 9091 in June 2004). During 2004–05: * 11,424 ongoing employees were engaged (up by 22.6% from 9315 in 2003–04) * 10,482 ongoing employees separated from the APS (up by 44.2% from 7270 in 2003–04) * 122 ongoing employees moved into coverage of the PS Act * 1361 ongoing employees moved out of coverage of the PS Act. Figure 1: All staff by employment category and sex, June 2005 Size of the Australian Public Service At June 2005 there were 133,596 staff in the Australian Public Service employed under the PS Act. Of this number 123,242 were ongoing and 10,354 were non-ongoing. Table 1 shows ongoing and non-ongoing employee numbers by sex from June 1991 to June 2005. During 2004–05, 1361 employees moved out of coverage of the PS Act and 122 moved into coverage. Coverage changes for the last 15 years are set out in Appendix 4. The largest increases in ongoing staff numbers were in the Australian Taxation Office (ATO) (1094 or 5.3%) and in the Department of Immigration, Multicultural and Indigenous Affairs (933 or 20.4%). The largest reductions in ongoing staff numbers were in Defence (641 or 3.5%) and Centrelink (513 or 2.1%). Non-ongoing employment in the ATO and Centrelink had increased by 605 and 384 respectively. These two agencies account for more than half of the increase in non-ongoing employees during the past year. Appendix 4 ‘PS Act coverage changes’ and Appendix 5 ‘Changes to Administrative Arrangements, 2004–05’ should be carefully noted when examining tables that compare agency numbers from one year to the next. Size of agencies The 10 agencies listed in Table A accounted for over three-quarters of total APS staff (ongoing and non-ongoing) at June 2005. The ranking of the three largest agencies has remained unchanged for the last six years. These three account for over half of all APS staff. The proportion of ongoing employees working part-time continued to rise, increasing from 11.2% last year to 11.3% at June 2005. (Non-ongoing employees were even more likely to work part-time, at 23.9% at June 2005.) Classification Fifteen years ago the APS 3–4 and APS 5–6 classification groups accounted for almost equal proportions of ongoing staff with 23.3% and 23.9% respectively. The proportion of the APS 1–2 classification group was much higher at 35.3%. By June 2005, the APS 1–2 level had fallen to just 5.2% of all ongoing employees. Over the same period, the proportion of staff at the APS 3–4 and APS 5–6 levels rose, with each group now accounting for over a third of all ongoing staff. Representation of Executive Level (EL) employees has risen from 13.2% to 22.5% over the last 15 years, while the size of the Senior Executive Service (SES) has fl uctuated between 1.3% and 1.6% and is currently 1.6%. At June 2005, trainees and graduate trainees accounted for 0.9% of ongoing staff. It should be noted that the number of graduate trainees does not represent the number of graduates recruited: the majority of these are recruited to all levels from outside the APS. During 2004–05, 66.7% of ongoing employees engaged were graduates. 1 Figure 2 below shows the change in the number of employees by classification as a proportion of total ongoing employees over the last 15 years. Figure 2: Ongoing employees by classification group, June 1991 to June 2005 Source: Table 8 Senior Executive Service The composition of the SES has generally remained stable over the last 15 years. At June 2005, SES Band 1 employees comprised over three quarters of the SES (75.5%), SES Band 2, 19.9% and SES Band 3, 4.7%. The major change in the SES over the last 15 years has been the steady increase in the representation of women, from 12.8% in June 1991 to 33.0% in June 2005. This trend is also evident in each of the SES bands, although women are still concentrated at lower levels, with 81.3% of SES women at Band 1, compared with 72.6% of SES men. Figure 3: Ongoing employees, proportion of women by SES band, June 1991 to June 2005 Source: Table 8 Age The median age of ongoing APS employees has risen to 42 years, after being steady at 41 years for the previous two years. The number of employees in the under 25 age group fell slightly during 2004–05. Over the 15 years to June 2005 this group’s representation has fallen from 11.1% to 4.0% of all ongoing employees. The strongest growth in recent years has been in the representation of older age groups. Employees in the 45–54 age group represented 17.4% of all employees 15 years ago, and now represent 30.3%. Similarly, the 55 and over age group has increased from 5.7% to 10.1% over the past 15 years. Sex Over the past 15 years women’s representation in the APS has increased from 46.0% to 54.2%. In general, women are still employed at lower classifi cation levels than men, but the gap is decreasing. Fifteen years ago, 72.6% of women were in the APS1–4 group, but this had decreased to 48.9% at June 2005. For men, 46.7% were in the APS1–4 group 15 years ago, compared with 31.6% at June 2005. Changes in women’s representation by classification over the past 15 years are shown in Figure 4 below. There was a slight increase in the proportion of ACT-based ongoing staff (from 34.1% to 34.9%) in the year to June 2005. The following table shows the distribution of ongoing staff by location. The Australian Taxation Office, Centrelink and Defence made up 39.4% of ongoing engagements. Men comprised 42.0% of ongoing engagements, on par with 42.1% the previous year. Of the people engaged in 2004–05, 43.3% had prior service in the APS: 41.1% of men and 44.8% of women. Thirty-one per cent of the people who had prior service in the APS were engaged in 2004–05 at the APS 3 level. Fifteen years ago, 55.4% of engagements were at the APS1–2 level; in 2004–05, this had dropped to 11.7%. In contrast, the APS 3–4 group increased from 12.2% to 44.5% over the same period. This classifi cation group now accounts for most ‘base-level’ recruitment. Figure 5 below shows the proportion of engagements by classification over the last 15 years. Figure 5: Ongoing engagements: proportion in selected classification groups, 1990–91 to 2004–05 Source: Table 24 Separations There were 10,482 separations of ongoing staff in 2004–05. This was an increase of 3212 (or 44.2%) over last year’s fi gure of 7270. Resignations were the most common form of separation in both years. As a proportion of all separations, resignations have decreased from 60.3% in 1990-91 to 53.9% in 2004–05. There has, however, been considerable variation over the 15 years. This is shown in Figure 6 below. Figure 6: Ongoing employees: selected separations as a proportion of total separations, 1990–91 to 2004–05 Women accounted for 56.4% of resignations. Of people resigning the greatest proportion (19.3%) have been working in the APS for three to five years. Over one third (35.6%) of men who took an age retirement had been employed for over 30 years in comparison with 7.4% of women. This shows that the marriage bar–removed in 1967–still has some impact on the structure of the APS. The overall separation rate is calculated as the total number of separations during the financial year divided by the average number of employees at 30 June 2004 and 30 June 2005. During 2004–05 the separation rate was 8.5%. This value cannot be compared with a similar measure at agency level as the former does not take into account movements of employees between agencies. The agency retention rates in table 12should be used at agency level when assessing agency ‘turnover’. Educational qualifications2 Of those ongoing employees who have supplied information about their educational qualifications, 49.9% have a bachelor degree or higher. Men are more likely than women to have graduate qualifications–51.8% compared with 48.0% for women. Indigenous employees are less likely to have graduate qualifi cations and NESB 1 employees are much more likely (25.5% and 71.4% respectively). Those with a disability are somewhat less likely to have graduate qualifications compared with the APS overall–41.5%. Most data for earlier years in Table 1 is also sourced from APSED and is subject to revision as historical data is updated. The data source for non-ongoing staff prior to 1999 is the Staffi ng Monitor System. For a definition of ‘ongoing’ and ‘non–ongoing’ staff see Appendix 1 – Explanatory Notes. For a definition of 'non-ongoing' staff see Appendix 1 – Explanatory Notes. An extra table showing agency by type of non-ongoing employment category and sex has been added this year. Women make up 63.1% of non-ongoing employees. Non-ongoing staff are likely to be younger and at lower levels. The proportion of nonongoing employees aged under 25 is 19.7%, compared with 4.0% of ongoing employees, and 71.0% are at APS 4 and below, compared with 41.0% of ongoing staff. In 1991, the 25–29 age group was the most common age group for women; by 2005 this had shifted considerably to the 40- 44 age group.
