Section 4: Movements of ongoing staff

During the year to June 2004, there were 9,097 engagements and 7,187 separations of ongoing staff in the APS. A separation refers to an employee leaving the APS, not moving from one agency to another.

Engagements were down by almost 40% from the previous year, and separations remained virtually unchanged. Despite the fall in engagements, this was the fifth year in a row that engagements outnumbered separations. The gap between engagements and separations narrowed substantially this year, as shown in Figure 9, reflecting the modest rate of growth in the number of ongoing employees.
