SIZE OF THE APS

After three years of growth, the size of the APS reduced slightly during 2003—04, with a total of 131,522 employees at June 2004 compared with 131,720 at June 2003. This was a decrease of 0.2%, following increases of 6.8% in 2002—03 and 3.2% in 2001—02.

Figure 2.1 shows the change in total staff numbers from June 1989 to June 2004. The adjusted line takes account of coverage changes in the APS over the period, by showing those staff employed in those functions that remained in the APS at June 2004. Adjusted for coverage changes, the APS is now at the same size as in 1997.
