Section 4: Movements of ongoing staff

During the year to June 2003, there were 14,973 engagements and 7,070 separations of ongoing staff in the APS. A separation refers to an employee leaving the APS, not moving from one agency to another.

This was an increase in engagements and a decrease in separations compared with the previous twelve months. This is the fourth year in a row that engagements have outnumbered separations, a pattern which has not occurred since 1992–93, as shown in Figure 9. The widening gap between engagements and separations during 2002–03 reflects the increased rate of growth in the APS overall.
