Senior Executive Service orientation programme
What's involved?
This three-day programme gives relatively new senior executives the essential information they need to operate effectively in the APS environment at the senior executive level. Through Orientation, you will receive guidance on how to navigate through some of the more challenging aspects of moving to the senior executive ranks, such as: fulfilling your strategic role and responsibilities; meeting your expanded people management responsibilities and working with Ministers and their office staffers. You will also benefit from briefings on current strategic issues and the elements of the legislative framework and administrative law that will shape your working environment. The programme also gives the participant the opportunity to build valuable networks with their peers across the APS.
Programme outline
Promotion to the SES vastly changes the role and expectations of executives. Now charged with leadership in implementing government policy in an environment of reform and constant change, executives have to come to grips with their responsibilities and accountabilities. A strategic overview, the ability to achieve results and a means of networking with colleagues, is essential to successful performance in an SES role. This programme offers a quick and effective introduction to the new and different expectations that are placed on people when they become senior executives in the APS.
Your outcomes
Participants can expect to complete the programme with:
- Detailed understanding of the expectations placed on SES as leaders of the APS, as expressed in the Integrated Leadership System.
- An appreciation of the scope of the APS and the importance of an integrated service
- An understanding of the overall governance framework of the APS
- Awareness and recognition of the major methods used by the APS to communicate the objectives to be achieved (Performance)
- Awareness and recognition of the major pieces of legislation and administration that require certain standards in achieving objectives (Conformance)
- Awareness of the demands of public accountability and knowledge of specific behaviours required in working with Ministerial advisors and Parliament
- A detailed understanding of the critical transition points in moving from an Executive to the SES
- A series of prioritised and personal behaviour changes and coping strategies that would be effective in assisting the move to the SES
Key content areas include:
- A keynote presentation by a senior APS leader on the challenges facing the SES.
- High achievement in balancing the demands for performance, conformance and public accountability.
- Creating space to be strategic at the SES level.
- Creating an environment of effective people management.
- Administrative law and control of Government action.
- Senate Committees and Estimates hearings.
- Working with Ministers and their advisors.
- Creating a career SES with strong networks and a connected, whole-of-government perspective.
