Information for Promotion Review Committee members
As the member of a Promotion Review Committee, you are performing a statutory function on behalf of the Merit Protection Commissioner. Your primary role is to assess the relative merit of the parties to the review to promotion to the job vacancy. The parties to the review are the review applicants and the persons whose promotion has received a review application.
In performing this role you are required to comply with the requirements in Part 5 of the Public Service Regulations relating to promotion review, in particular:
- Applying procedural fairness
- Maintaining confidentiality about the process and the parties to the review.

In addition you are required to comply with Instructions issued by the Merit Protection Commissioner to guide Promotion Review Committees.
Before you become a member of a Promotion Review Committee, you will be asked to sign the following declarations:
- A declaration of impartiality – the purpose of this declaration is to establish whether any member of the PRC has a relationship with a party to the review which could call into question their capacity to make an impartial decision .
- An acknowledgement of the requirement to maintain confidentiality about the information put before the PRC about the parties to the review.
