Commonwealth Aboriginal and Torres Strait Islander Employment Strategy
The Australian Public Service Commission (the Commission) is responsible for the Commonwealth Aboriginal and Torres Strait Islander Employment Strategy, which aims to build Indigenous employment within the Commonwealth public sector. The Strategy supports the Government's target of three per cent Indigenous employment in the sector by 2018.
The Strategy focuses on four key action areas:
- Expand the range of Indigenous employment opportunities.
- Invest in developing the capability of Indigenous employees.
- Increase the representation of Indigenous employees in senior roles.
- Improve the awareness of Indigenous culture in the workplace.
The Commission has developed an Implementation Guide to support the Strategy. The Implementation Guide is a directory of resources, programs and other measures available across the Commonwealth public sector. It provides opportunities for agencies to access or adapt existing initiatives to increase their Indigenous representation. This is a dynamic guide that will be updated regularly. Agencies are strongly encouraged to contribute initiatives to the guide. Please send information or enquiries to email@example.com.
As part of the Strategy, and located within the Implementation Guide, the Commission has developed the Aboriginal and Torres Strait Islander Cultural Capability Framework which provides a basis for building the cultural capability of the Commonwealth public sector.
To monitor progress against the target, Aboriginal and Torres Strait Islander representation is reported publicly by agency on the Department of Prime Minister and Cabinet's website and in agencies' annual reports.

Indigenous employment portal
The Commission has developed an Indigenous employment portal, which provides information about jobs available in the APS specifically for Indigenous Australians. It also provides a range of information and advice about applying for jobs.

APS Indigenous Employment HR Forum
Are you responsible for improving Indigenous employment in your agency?
The Commission coordinates quarterly forums of HR managers responsible for Indigenous employment for their agency. The forum is a key platform to share what works and explore emerging issues and trends affecting Indigenous employment in the APS.
Forums are held every few months in Canberra and are scheduled for:

Find out more about these initiatives by contacting the Indigenous Liaison Officer. The Indigenous Liaison Officer has a multi-faceted role to support and engage with APS agencies, support Indigenous employees and promote the APS as an employer to the Indigenous community more broadly.
