The Public Sector Management Program

Developing leadership and management excellence for challenging times

The Public Sector Management (PSM) Program is a joint venture between Commonwealth, state, territory, and local governments of Australia. The program is administered through a National Board of Management consisting of senior representatives from the Commonwealth and each state and territory. The Board oversees the program, sets its strategic direction and agrees upon national policies.

At the core of the PSM Program is a participant-centred philosophy. The program presents as a flexible and dynamic study option, specific to the needs of a diverse public sector. The emphasis throughout the program is on the significance of the role of mid-level managers and the importance of sound management practise. The program endeavours to teach managers to ‘lead from where they are’ in a complex and often uncertain environment.

All participants who successfully complete the assignment requirements of the PSM Program will be eligible to receive a Graduate Certificate in Public Sector Management from Flinders University, South Australia.

The culmination of the PSM Program is a real world public sector work-based project. Participants identify a challenge from within their workplace that requires applying careful problem solving logic and complex project management principles.

The course curriculum is based on four cumulative units:

Public Sector Managment - Integrated Leadership System diagram

UNIT ONE
Managing Up: The Framework of Public Sector Management
This unit reflects on the challenges of modern governance including managing public sector processes, accountabilities and authority structures.

UNIT TWO
Managing Out: The Public Sector in the Community
This unit looks at the importance of building relationships and managing diverse public sector stakeholders across complex political environments.

UNIT THREE
Managing In: Ethics and Career Management in the Public Sector
This unit examines issues of fundamental personal integrity and accountability in a public sector context underpinned by ethical values and codes of conduct.

UNIT FOUR
Managing Down: Managing in the Public Sector
This unit aligns and builds upon the key skills developed across the three previous units. Unit four allows participants to work in-depth on achieving results and outcomes through a work based project.
