Global Leadership Practices Programme (GLP)

GLP is a ground breaking program designed for high potential APS Executive Level 2 and SES Band 1 officers (and their equivalents in State and Territory Governments).

The program is presented by Yellow Edge and the China Executive Leadership Academy Pudong in Shanghai and is supported by the Australian Public Service Commission, Australian National University’s China Institute and the China Research Centre at the University of Technology Sydney.

About the China Executive Leadership Academy Pudong (CELAP)

CELAP is a national institution headed by the Minister of the Organisation Department of the CPC Central Committee.

The institution has around 400 hundred staff in eight departments and is focused on developing senior and mid-ranking Party and Government officials, military leaders, managerial staff and senior level professionals in leadership.

CELAP’s guidelines are seeking truth from facts, keeping pace with the times and working hard for the people. The institution adopts an approach to learning and training that is based on valuing education, capacity building and behaviour orientation.

Formed in 2005, CELAP sits on its own internationally designed 41.4 hectare campus in Shanghai.

Andrew Simon

Program leader

Andrew is an Executive Director of Yellow Edge and has responsibility for all Yellow Edge’s strategic leadership development programs and leadership architecture design services.

Andrew has a Master’s degree in Adult Education, a Bachelor’s degree in Human Resource Development and Diploma in Training Management. He is also a Cert IV trainer. Andrew is a member of the Australian Institute of Company Directors (AICD), the American Society of Training and Development (ASTD) and the International Leadership Association (ILA).

Andrew has also presented papers at major leadership and human resource conferences in Australia, Singapore and India.

Dr Richard Rigby

Richard Rigby is Executive Director of the ANU China Institute which works to promote China Studies at the Australian National University and at national and international levels, in consultation and collaboration with a range of organisations.

Richard joined Australia’s Department of Foreign Affairs in 1975, where he worked until the end of 2001. His postings included: Tokyo, Beijing (twice), Shanghai (Consul-General 1994-1998), London and Israel (Ambassador 200-2001). He then joined the Office of National Assessments as Assistant Director-General, responsible for North and South Asia, where he worked until taking up his current position with the ANU China Institute in April 2008.

While engaged in government work, Richard continued to pursue his academic interests with a series of translations, book reviews and articles on China-related topics. His personal interests in Chinese studies are primarily literary and historical, but his profession has ensured a thorough immersion in all aspects of contemporary China and other major Asian cultures.

Dr Nicholas Brown

Dr Nicholas Brown is a Senior Research Fellow in the Australian Dictionary of Biography, History Program, Research School of Social Sciences (RSSS) at ANU and the Centre for Historical Research at the National Museum of Australia.

He has previously worked in the Urban and Environment Program, RSSS, in the departments of Defence and Foreign Affairs and Trade and was Professor of Australian History at University College Dublin. His research encompasses Australian social, political and environmental history.

Among his current projects is a biography of Rick Farley (1952-2006), a history of ‘the international’ in twentieth century Australian political culture and a history of the south coast of New South Wales. He is Deputy Director of the National Institute for Rural and Regional Research, ANU.

David Sequeira

David is a visual artist, art/business consultant and freelance museum education professional based in Canberra. Working in a range of media, David explores the notions of language and information through colour and geometry and helps program participants view leadership issues from the perspective of art.

David has been involved in visual art education for nearly two decades. David’s commitment to education extends beyond the needs of schools and institutions. Working in a range of museums including the National Gallery of Australia, the National Museum and the National Portrait Gallery, he is skilled in bringing people of all ages, from all walks of life to a richer understanding and a deeper appreciation of the potential place of art and creativity in their lives.

Andrew Podger

Andrew Podger has had a long career in the Australian Public Service (APS) including as Public Service Commissioner and Secretary of three departments (Health and Aged Care, Housing and Regional Development and Administrative Services) following SES roles in Social Security, Finance and Defence.

Since leaving the APS in 2005, Andrew has completed a number of consultancies for Australian and overseas governments on public sector policy and management. He is an Adjunct Professor at ANU and Griffith and, since spending a semester teaching masters students in 2009, he has also been appointed an Adjunct Professor at Xi’an Jiao Tong University in China. He was National President of the Institute of Public Administration Australia from 2004 until May 2010, strengthening the links between practitioners and academics and building stronger links to overseas institutes including in New Zealand, China, the US and Canada. Amongst his many publications is a book on The Role of Departmental Secretaries published by ANU and ANZSOG in 2009.

Philip Eliason

Philip Eliason has held senior positions in both government and industry. He has worked with the Department of Foreign Affairs & Trade, the Australian Competition and Consumer Commission, the National Gallery of Australia the ANZ Banking Group and held the position of Deputy Director of the National Farmers Federation. He has advised the conservation movement and over ten Commonwealth Departments on how to handle relations with stakeholders. Philip has also worked on renewable energy, defence procurement, ICT policy, health and ageing issues and in the fishing and agriculture industries. Philip has trained Iraqi diplomats in Australia and has presented to several senior Chinese delegations with the Crawford School of Economics and Government, ANU as well for other privately arranged Chinese study tours.

Dr Graeme Smith

Graeme is a postdoctoral fellow in the China Research Centre of the University of Technology, Sydney, and a visiting research fellow in the State, Society and Governance in Melanesia Program, ANU.

Graeme holds doctorates in Chinese politics and inorganic chemistry, and has published in the leading China studies journals. He is one of the only Western researchers to have worked within local government in China and is the author of several travel guides to China and Beijing.

Graeme’s previous research has explored the political economy of service delivery in rural China, rural land use practices, and the market for organic produce in urban China. His current project is an AusAID-funded study exploring the dynamics of Chinese resource investment and business migration in Papua New Guinea.

Garry Hart

Garry has 30 years experience as a health & fitness consultant. As a Training Director for several major fitness training companies he has educated and trained people nationally and internationally. Since the 1970s his passion has been with exploring Yoga and the principles of mind/body training. He has studied with many teachers over the years and continues to do so to enrich his own practice and to evolve the teaching experience for his students.

Garry brings to the Yellow Edge programs a holistic approach to personal and leadership development through very simple and easy to remember pranyama (breathing) exercises and meditation techniques to ease the stresses and strains of everyday corporate life.

Lindy Bryant

Program coach

Lindy Bryant is the Director of Executive Coaching at Yellow Edge Pty Ltd. A former senior executive in the Australian Public Service, Lindy oversights a national and international coaching practice that has undertaken in excess of 15,000 hours of executive coaching over the past six years. The coaching practice has implemented coaching in all current government portfolio departments and up to 60 separate agencies in Commonwealth and State jurisdictions.

Who should attend

The program is aimed a high performing EL2s, who are preparing themselves for promotion into the SES, and SES Band 1 officers. The program is suitable for people with policy, program or corporate responsibilities.
