The Career Development Assessment Centre (CDAC) is a specialist program for high-performing EL 2 employees who have potential for fast-tracking into the Senior Executive Service (SES). It involves a selection process, attendance at a three-day intensive workshop, a 2.5-hour individual feedback session, and a recall day approximately four weeks later.

Participants are measured against the Senior Executive Leadership Capability (SELC) Framework and the Integrated Leadership System (ILS), the Commission's benchmarks for APS career advancement.

Objectives

  1. To build leadership within the APS.
  2. To guide participants to:
    • discover new skills and abilities via unfamiliar situations and tasks
    • develop self-awareness and insight
    • identify strengths and development needs
    • complete a personal development plan.

Nominations

Departments and agencies manage their own process for nominating participants.

All nominations are completed by the Learning and Development Section of departments or agencies. Nominations should be received with sufficient lead time to allow the completion of extensive pre-course work (ideally at least six weeks before the commencement of the program).

The following is provided as a guide for consideration when planning nominations:

  • develop people with potential for executive careers and address skills gaps and leadership behaviours as soon as possible
  • nominate people who, at their current level, clearly and consistently demonstrate above average performance
  • nominate people who are committed to personal development and want to participate in the program
  • nominate EL 2s who are relatively new to the role and who demonstrate genuine potential for SES progression with appropriate development.

Assessment

Participants assess their strengths and development needs in relation to the Senior Executive Leadership Capability Framework in the Integrated Learning System. Assessment activities include:

  • a 360° feedback questionnaire
  • a questionnaire on occupation personality
  • a questionnaire on motivation
  • a series of simulation activities that mirror typical challenges faced by SES Band 1s.

Participating departments and agencies receive a copy of the 360° feedback report and a summary report of performance against the SELC Framework and ILS capabilities for their employee. It is expected that participants meet to discuss their experience with their departmental or agency head at the end of the program.

Performance feedback and development plan

Participants receive a 2½ hour, one-on-one, detailed feedback session on their overall performance with a trained observer. The session provides specific information about the participant's development needs and strengths in relation to the SELC Framework and ILS and based on the CDAC activity results. Participants receive assistance to determine what they need to do to bridge any gap between current performance and expected levels of SES performance. A written report on the feedback is provided to participants. Participants are encouraged to discuss CDAC results with their line managers.

The role of a participant's line manager in providing ongoing development and reviewing and evaluating development plans, is a critical part of the program.

Agency head involvement

Participant's departmental or agency head will receive a copy of the 360° feedback report and a summary report of performance against the SELC Framework and ILS capabilities as assessed in the CDAC simulations. It is an expectation that all participants meet to discuss the CDAC experience with their agency head after completing the program.
