The Commission supports building and sustaining strong APS wide leadership and developing a shared understanding of the type of leadership required by the APS at the different levels from Executive Level 1 to SES Band 3.
Using the core criteria of the Senior Executive Leadership Capability framework the Commission assists agencies as they address their particular requirements for leadership, management and technical skills, by allowing them to draw on and adapt APS-wide experience and expertise.

Publications
Public service leadership: Emerging issues
This report has been prepared for the APS Commission by the National Institute for Governance at the University of Canberra. It is based on a study of public services in five jurisdictions (the United Kingdom, Canada, New Zealand, Victoria and Queensland) to identify the current high-priority and emerging challenges facing theirpublic services. The report also provides an overview of the leadership skills and behaviours needed to meet these challenges.
Developing Leadership
Developing LeadershipWho? What? Where? is intended to assist in the promotion of a broader understanding of leadership development issues in the public sector. It seeks to provide readers with a snapshot of current leadership development programs and other initiatives in a variety of Australian Public Service (APS) agencies.

Leadership development network
The Leadership Development Network:
- provides an avenue for HR practitioners to share ideas about what is currently done in leadership development within respective Agencies and across the APS;
- provides the vehicle to share their own and best practice research with other APS agencies on matters pertaining to leadership development;
- provides information on APS Commission programmes for the professional development of Network members; and
- draws together an understanding of the diversity of leadership development approaches across the APS.
Learning and development
APS Commission development programmes for the SES have been specifically designed to reflect the Senior Executive Leadership Capability Framework and enhance the performance of the APS.
