Indigenous Entry Level Recruitment Programme
Applications have now closed
The Australian Public Service is seeking enthusiastic Aboriginal and Torres Strait Islander people for exciting career opportunities in Victoria, Queensland and NSW.
What is the APS
The APS is made up of over 100 agencies. We work at the national level of government and are separate from state, territory and local government organisations. We have responsibilities in a number of fields that include community affairs, law and justice and employment policy.
The Indigenous Entry Level Recruitment Programme (IELRP) is an avenue of employment for Aboriginal and Torres Strait Islander people into a number of APS agencies.
What the Indigenous Entry Level Recruitment Programme (IELRP) offers
The IELRP is a 12 month career trainee development programme. It provides you with a great wage, the opportunity to learn new skills and to undertake a structured training programme leading to a permanent job in the Australian Public Service.
Benefits of the IELRP include:
- an opportunity to complete a nationally recognised qualification in Government at either the Certificate III or IV level
- access to a professional support network, including fellow Aboriginal and Torres Strait Islander APS employees
- mentoring and coaching
- an ongoing job following the successful completion of probation requirements
Who we want
We are looking for Aboriginal and Torres Strait Islander people who:
- are interested in working for the Australian Government
- work well with others
- have good communication skills, and
- are good at solving problems.
Prior experience or qualifications are not required.
Anyone from school leavers to the mature aged are encouraged to apply.
Positions in the IELRP are not typically for people with university qualifications; the Australian Public Service Commission (the Commission) runs an Indigenous Graduate Programme for these candidates. Further information about the Commission’s Graduate Programme can be found on our Indigenous graduate & cadetship opportunities page.
Trainees are employed by an APS agency. Trainees will be subject to the employing agency’s conditions of employment.
What is the role of the Australian Public Service Commission?
The Commission supports APS agencies to employ and develop Aboriginal and Torres Strait Islander people through the coordination of the IELRP. We are responsible for conducting the recruitment process, assisting agencies to place successful applicants and providing the learning and development programme undertaken by trainees.
We also provide information about the programme up until agencies make offers of employment.

The following Government agencies are participating in the programme:
- Department of Families, Housing, Community Services and Indigenous Affairs
