What is the basis for selecting a person for temporary higher duties?
Some of the APS Values are particularly relevant to selection decisions, including selection of a person for higher duties:
- APS employment decisions must be based on merit;
- the APS provides a workplace which is free from discrimination; and
- the APS provides a fair, flexible, safe and rewarding workplace
An employment decision (including selection of a person to perform higher duties temporarily) must also be made on the basis of an assessment of the person's work related qualities and of the work related qualities required for organisational performance.
In addition, before an Agency Head decides to assign duties temporarily at a higher classification to an employee, the Agency Head must consider:
- the efficiency of the employee;
- the relative importance to the Agency of the duties to be performed at the higher classification and the other duties to be performed in the Agency;
- the length of the period in which the employee is to perform duties at the higher classification;
- the expected cost of the employee performing duties at the higher classification; and
- the need for APS employees to be given the opportunity to gain experience in performing duties at a higher classification.
