Australia and New Zealand School of Government (ANZSOG)
The Australia and New Zealand School of Government (ANZSOG) was established in 2002 by a consortium of Australian and New Zealand Governments, Universities and Business Schools who share a vision of creating a world-class institution which focuses on the needs of the government and community sectors.
ANZSOG provides teaching programs for current and emerging public sector leaders to enhance the breadth and depth of policy, leadership and management skills needed in today’s public sector. It delivers two flagship programs – the Executive Fellows Program (EFP) and the Executive Master in Public Administration (EMPA) through partner universities and business schools.
The Commonwealth is represented on the ANZSOG Board by the Australian Public Service Commissioner. The Commission coordinates nominations from APS and Non-APS Commonwealth agencies for ANZSOG flagship programs.
Commission closing dates for nominations for the 2010 EFP is 2 August 2010 and the 2011 EMPA is 3rd September 2010.

The Executive Fellows Program brings together around 80 senior executives, leading academics and experienced practitioners from Australia, New Zealand and overseas. The learning environment is engaging and dynamic, focusing on real-life issues and challenges faced by senior public sector executives in State, Commonwealth and New Zealand governments. The program is modeled on the best executive offerings in the US and UK.
The Executive Fellows Program (EFP) is:
- a three week residential program with 80 participants;
- tailored to help senior executives to enhance core leadership and management skills needed to direct organisations within the public sector;
- modeled on the best executive offerings in the US and UK tailored to Australian and New Zealand environmental context and local needs;
- a dynamic mix of theory, case studies and challenging exercises;
- taught by best Australian and overseas academics and practitioners.

The EMPA is offered by ANZSOG and participating universities in partnership. EMPA candidates enrol in one of the School's partner universities and upon successful completion of the course are awarded a degree from that university.
Designed to meet the needs of high potential employees within the Australian and New Zealand public services and government-related sectors, the EMPA aims to enhance the breadth and depth of policy and management skills of participants, and provide graduates with the tools and frameworks needed to be clear about the value they deliver. EMPA graduates will be better equipped to manage increasingly complex accountabilities and the shifting priorities of government against a backdrop of tight finances, a probing media, well organised interest groups, and, in many cases, entrenched organisational cultures.
The course brings together the best emerging public sector leaders from Australia and New Zealand with outstanding teachers and practitioners to strengthen participants' knowledge and ability to drive improved public sector performance.
The EMPA aims to develop:
- world-class public sector managers who have a broad view of, and excellent skill base in, management, service delivery and policy analysis across the spectrum of public sector activities;
- managers who demonstrate a critical understanding of the central concepts and literature from the fields of public administration, public management and public policy;
- managers who can undertake critical analyses of public sector issues using multidisciplinary perspectives and engage in informed debate of the issues;
- managers who understand and can apply research methods and undertake independent research;
- managers who are prepared for and committed to a long term public service career path;
- managers who can improve service delivery and policy outcomes across all levels of the public sector in Australia and New Zealand.
Graduates of the EMPA will:
- be familiar with fundamental theories and concepts underpinning effective performance in public sector management and policy development;
- have a good feel for the difficulties of delivering results in government;
- be skilled in applying theory and analysing data to solve real world management and policy problems;
- have well-developed personal and leadership skills.

Towards Strategic Leadership (TSL)
The TSL program seeks to enable people who have recently entered senior executive positions (or are about to do so) to successfully make the transition from their former operational/tactical to their current/future strategic leadership roles. The program will be delivered over two five-day residential modules:
- Module I: Managing Complexity and interdependence (15-19 November 2010, Melbourne)
- Module II: Managing Change (7-11 February 2011, Sydney)
Who should attend?
Towards Strategic Leadership (TSL) is a program specifically designed for people moving from tactical into strategic leadership roles in government, i.e. people facing senior executive responsibilities for the first time.
Participant benefits
After completing this course, participants should:
- operate successfully at the nexus of politics and administration within the Australian and New Zealand government systems
- be equipped to effectively analyse and manage complex, intractable policy issues
- be effective partners in holistic, horizontal, collaborative governance settings and processes
- have the tools and habits for dealing strategically and reflexively with various forms of contingency, crisis and change in and around their organisations
- have an increased self-awareness and self-confidence as leaders and team players, and
- have learned and experimented with forms of adaptive leadership.
