The ACT Regional Office of the Commission provides advice, guidance and services on a wide range of human resource and management issues to Commonwealth departments and agencies. The office also provides policy advice to the Merit Protection Commissioner and support in performing his statutory functions (e.g. promotion reviews, review of actions, independent selection advisory committees, whistleblowing) as well as employment related services, on a fee for service basis, to APS agencies and a range of other Commonwealth and government employers.

Learning & development

The ACT Regional Office can support your agency to improve and advance by keeping staff skilled and up-to-date with current developments.

We can help you with this challenge by providing a wide range of learning and leadership activities including training programmes carefully designed to help your agency and staff.  Through tailor made in-house programs we offer training in recruitment and selection, workplace diversity, APS reforms, Code of Conduct and Winning that Job, to name but a few.

If you are a manager or HR practitioner you will benefit from programmes presented by experts who share their experiences, challenge assumptions and offer practical tips on improving organisational performance.

If leadership training is your focus, you will want programmes developed using the APS Integrated Leadership System (ILS). This system was designed by the Commission and all our programmes are prepared and presented by experts on public sector leadership.

Selection and recruitment services

Your agency deserves the very best people.

The ACT Regional Office has reputation for adding value to recruitment and selection in the APS. From us you’ll get timely, effective and high quality service to ensure you get the very best staff to meet your work needs.

Our staff have a wealth of experience in managing and conducting selection assignments to meet operational needs. You’ll get the most reliable understanding of the APS employment framework, a strong familiarity with the merit principle, and the very best advice at all stages of your recruitment and selection work.

We will make sure that legal requirements have been met and that conclusions and recommendations are fully supported.

If you wish we can also arrange Independent Selection Advisory Committees (ISACs). These committees are convened by a nominee of the Merit Protection Commissioner and make recommendations about the suitability of candidates for selection at the APS 1–6 levels. If the committee’s recommendations are accepted, the decisions are not subject to promotion review.

A wide range of flexible selection and recruitment services are available, allowing for a range of different selection methods.

On behalf of the Merit Protection Commissioner, regional employees undertake Independent Selection Advisory Committees (ISACs). An ISAC is an independent three member committee that makes recommendations about the suitability of candidates for engagement at, promotion to, or assignment of duties at, classifications included in APS Classification Groups 1 to 6.

We also participate in scribing for non SES selection panels.

Review of Actions

Local staff are available to fulfil the Merit Protection Commissioner's statutory functions such as conducting Promotion Review Committees (PRCs) and Reviews of Actions, and providing advice on procedural questions where appropriate.

Career advisory services

You may face staff coping with retrenchment or other career-changing events who need to access career transition services. When you refer individuals or groups to the ACT Regional Office we will provide either short-term intensive or one-off career advice sessions. If you prefer, we can provide a programme specifically designed for an individual.

These career advice sessions will enable your staff to identify the best and most appropriate strategies and are tailored to the meet the needs of the individual.

Mediation and dispute resolution services

If you are faced with what appears to be a developing or intractable problem between individuals or groups, our trained and experienced staff can assist with mediation and dispute resolution services. Early intervention here can lead to quick resolution and minimise difficulties. These services are also offered to non-APS agencies.

Wide ranging consultancy services

On behalf of both the Public Service Commissioner and the Merit Protection Commissioner our qualified and experienced staff can help you with a range of advisory and consultancy services. These include process mapping, performance management review, organisational reviews and restructure, and business planning and facilitation.

In addition, we have helped organisations embed the APS Values and APS Code of Conduct through presentations to staff.
