Our other strategic business priorities framed against our output group structure are:

APS policy and employment services

Provide advice to Government and agency heads on APS employment policy and legislation and provide employment-related services including in relation to the SES and staff selection and provide independent review of APS actions.

Priorities for 2005–06 are:

  • consolidate and improve the performance of our statutory advisory and review work, and take a higher profile on this work in the regions
  • contribute to agency capability through providing employment-related services on a fee-for-service basis, particularly, in relation to staff recruitment and selection (including through the use of independent selection advisory committees)
  • improve the focus of policy advice through rigorous evaluation
  • foster the concept of a broader public sector through opportunities provided by the implementation of the Uhrig report.

Development programmes

Build the capability of the APS by providing a wide range of leadership, learning and development activities for APS staff, complementing agency activities, and contribute to the Government’s international efforts to promote professional and impartial public services.

Priorities for 2005–06 are:

  • achieve a professional national approach through accreditation as a registered training organisation, strengthening our programme design capability, and building close collaborative relations between national and regional offices
  • consistent with Government priorities, seek to improve public management in the Asia–Pacific region through increasing the knowledge, skills and capacity of targeted public sector officials.

Better practice and evaluation

Evaluate the performance of the APS through the Commissioner’s State of the Service Report to Parliament and through specific issues-based evaluations, and promote and advise on better practice approaches to agency performance, people management and governance in a values-based environment. Support the work of the Management Advisory Committee.

Priorities for 2005–06 are:

  • set the evaluation programme, including the annual State of the Service Report, within a broader framework of continuous public administration reform, including through international and inter-jurisdictional benchmarking
  • use the reform framework to support a more active role in the whole-of-government agenda through work being undertaken on behalf of Secretaries in forums, such as the Management Advisory Committee, and through specific initiatives, including promotion of good practice and workforce planning initiatives
  • showcase the success of APS reform and performance achievements through the 2006 Commonwealth Association for Public Administration and Management conference and similar opportunities
  • contribute to effective governance in the APS through stimulating research and debate into management challenges including graduate recruitment, attraction and retention of staff, remuneration and agreement-making
  • consider initiatives to foster the employment of people with disabilities in the APS including through participation in the Employer Roundtable.
